If you are talking about Vice City pc I can help you. Just copy the songs to a folder named mp3 in the GTAVC installed folder. Start the game and then there are two things you can do-

1- Start a new or loaded game and then enter a car. Start the radio and scroll until you reach the channel MP3 in which you can hear your own songs.

2- Go to options\audio and under there you will be able to see the radios. At the end, you will get the channel MP3.
